Yes, everyone who’s not controlled by Russia agrees they are waging Hybrid war on EU. So far the response was purely defensive though.

Some politicians are slowly starting to talk about more “operational” response. At this rate EU will start offensive operations about 2 years after Russia takes over Vilnius.
And then we have all of the paid traitors in the right wing (and some left wing) parties in various European countries, who are busy doing Putin’s bidding.
