Without further context, that would have been an upgrade. With the context, it’s a meat grinder.
Putin considers Ukraine to be part of Russia and thinks that anyone with a differing opinion is wrong. I hadn’t really thought about that previously, but it does somewhat patch the hole you found in my logic.
I think this isn’t really news. Workers of many countries were lured into contracts where they thought they would get work and ended in the meat grinder.
