Seems like a missed opportunity.

There’s plenty of freshwater tropical fish. Granted the water will still be pretty warm
A fair assessment. Still, the shopkeeper seems far less disheveled than the other person. I suspect he has immediate access to potable water as well, probably climate control and transportation, too.
