      Putin is bogged down in his war of conquest; his oil export terminals thrashed and refineries burnt. He doesn’t have the ability to do anything else. See also: Syria and Armenia.

      Why would he do that if the oil can be sold closer with less risk, for more money?

      China’s been helping but with solar more than oil.

        Russia sent one ship of oil one month ago ig, so theres that. Soviet Union stood with cuba and russia being its successor state have some responsibility. Altho putin wont do much work that doesnt favor his oligarchic friends.
