Basically yes, you’ve got the gist of it. Might be a bit more complicated, as I think some of the PMF militias attacked US forces right from the start of the war, but they have every right to fight an occupying army.
AFAIK the PMFs made a ceasefire deal with US forces in one of the bases to allow them to withdraw from a base and the US airstriked the guy who negotiated with them as soon as they pulled out. The good news is nobody will fall for that one again, and the US only has one base left in Iraq.
