It’s not misleading, it’s a direct quote in quotes.
Just because someone said it, doesn’t mean it is misleading.
The only way to avoid this is to never quote anyone directly in an article title, which just leaves paraphrasing, which is bad journalism.
How ya figure. Maybe just don’t use misleading quotes in the headline. It’s not that hard.
